ANP Resolution nº 27
THE NATIONAL AGENCY OF OIL, NATURAL GAS AND BIOFUELS - ANP announces the ANP Resolution nº 27 that approves the Regulations dealing with procedures for the biddings in the acquisition of blocks intended for the hiring of exploration and production activities of oil and natural gas under the concession regime. The Resolution was published in the Official Gazette - DOU in 3th of june of 2011 (The Official Version is in Portuguese).
Public Hearing Nº12/2011
The ANP carried out, on May 26, the Public Hearing regarding the Regulation, which addresses the procedures of the bidding rounds of block for contracting the exploration and production of oil and natural gas activities under the concession regime, according to the publication in the Official Gazette of May 16, 2011.
The president of the Hearing, Superintendent of Licensing Round Promotion, Claudia Rabello, initiated the public event highlighting the importance of holding the Public Hearing in order to give publicity and transparency to the process and then presented the hearing mechanism, stressing the procedures for the pronouncements of the participants.
Afterwards, the Deputy Superintendent of Licensing Round Promotion, Marcelo Castilho, described the review process of ANP Ordinance Nº 174/1999 and addressed the main content changes made, highlighting ANP motivation for each of these changes (Marcelo Castilho presentation link ).
Finally, the Superintendent of Licensing Round Promotion has emphasized how important the participation of all economic agents and society for improving the Resolution draft is.
Public Hearing Nº10/2011
ANP informs that the concerned agents’ suggestions received during the Public Hearing and Consultation period regarding the Concession Agreement for Natural Gas and Oil Production and Exploration to be used in the future Biding Rounds of Exploratory Blocks were considered for the creation of the new Concession Agreement draft that will be integrant part of the Pre-Bid Notice of the 11th Biding Round.
About the publication of the CNPE Resolution that will approve the 11th Biding Round, ANP will publish the mentioned Pre-Bid Notice containing the Concession Agreement draft with the due alterations, incorporations or exclusions for a new Public Hearing and Consultation period. The participation of the concerned agents and the society in general will be, once again, of primary importance for the decision-making process of this Agency.
Notice of Public Hearing Nº12/2011
The Brazilian National Agency of Petroleum, Natural Gas and Biofuels - ANP - announces that will hold PUBLIC HEARING to present and discuss the Draft Resolution which will approve the bidding procedure to be adopted in blocks concessions for exploration and production of oil and natural gas.
The Public Hearing aims to inform the petroleum sector agents and other interested parties about the regulatory proposal and gather ideas and information for decision-making process of the ANP (Public Hearing - Registration form).

CNPE approves the 11th Bidding Round for Exploration and Production of Oil and Natural Gas.
The Eleventh Bidding Round was approved by the National Council for Energy Policy (CNPE). ANP will promote the Bidding Round in the second half of 2011.
The Eleventh Bidding Round includes 174 blocks of which 87 are on offshore areas and the other 87 on offshore areas, totaling 123,000 km square area to be explored. The Bidding Round will be promoted under the rules of the concession regime and includes blocks located at the states of Maranhão, Ceará, Espírito Santo, Amapá, Piauí, Pará, Rio Grande do Norte, Alagoas and Bahia.
The CNPE will submit the decision to the approval of the president, Dilma Rousseff.
On April, 19th, ANP held Public Hearing to discuss the draft of Concession Agreement for Exploration and Production of Oil and Natural Gas to be used in future bidding rounds for exploratory blocks, according Official Gazette publication of April, 8th of 2011.
ANP's Director, Magda Chambriard, opened the public session reaffirming the importance of holding the Public Hearing, in order to give the due publicity and transparency to the process. Besides, she presented an overview of Oil and Gas Industry in Brazil, highlighting the current situation and the opportunities in the country (Magda Chambriard presentation link).
In the sequence, the Licensing Promotion Superintendent, Claudia Rabello, described the review process of the draft of Concession Agreement and comment the main changes performed, putting in evidence ANP's motivation for each of these changes (Claudia Rabello presentation link).
At the end, the Licensing Promotion Superintendent inform the procedure to receive suggestions and comments during the Public Hearing. Also, she highlight the importance of the economic agents and society participation in the improving of the Contract terms, giving conditions to ANP to identify relevant aspects about the Concession Agreement, and help in the Agency´s decisions.
The ANP confirms that the deadline for sending comments and suggestions to the Draft Concession Agreement for Exploration and Production of Oil and Natural Gas to be used in future bidding rounds will close on April 14, after 30 (thirty) days from the date of publication of Public Consultation Notice Nº 10/2011 in the Official Gazette (DOU - Diario Oficial da União).

The purpose of the Public Hearing is to inform the agents of oil and natural gas sector and other interested parties about the proposals and amendments arising from suggestions received during the Public Consultation, and gather ideas and information for decision-making process of the ANP.
