Environmental Guidelines
According to CNPE Resolution nº 008/2003, the ANP, the Federal Environmental Agency IBAMA and the Environmental State Agencies (OEMAs) analyse all the areas prior to decide their offer in licensing rounds, excluding therefore environmental sensitive areas, indigenous lands, protected national and states natural parks and areas that deserve special protection which are not compatible with exploration activities.
Considering the administrative restructuring within IBAMA, the group (GTPEG – the Portuguese acronym for this public workgroup focused on the oil and gas sector) now in charge of analyzing the offered acreage´s environmental aspects includes representatives from the Ministry of Environment, the IBAMA itself, and the ICMBio, which is an autonomous institution recently created to deal with protect national natural parks (ordinance nº119/2008).
As a result of this coordinated work, the environmental agencies issue directives allowing the future concessionaire to take into account this aspect as part of investment plans. Those guidelines are revised every round to keep track of policies´ updates. The creation of new protected areas, the evolution of ecosystems´ knowledge, the exploration and production technologies development and the social and economic reality are dynamic factors that directly influence the level of requirement for the offered blocks´ environmental licensing.
The guidelines also provide information about the environmental licensing process, such as procedures, legislation and technical information about fauna and flora, among others. Therefore, it is very important to consult this information, even for blocks that have already been object of previous rounds.
