The License Rounds Promotion Superintendence informs that since May 10, 2011 has adopted, in the Assignment of Rights’ processes, the qualification requirements of the Tender Protocol recently approved by the Board of Directors of this Agency. This new procedure updates and unifies the criteria used for qualifying the companies, providing greater agility to the process and privileging the development of the regulatory instruments of the industry.

The qualification documents should refer to the Assignment of Rights’ Process, no longer to the Round, and the number(s) of the Concession Contract(s) subject to the Assignment should be indicated. In the right box are the links for some templates that must be submitted in the process, which are:

a) Power of Attorney for the Nomination of an Authorized Representative;
b) Confidentiality Agreement;
c) Declaration of Conformity

This is the procedure for all Assignment of Rights’ processes which had started at ANP after May 10, 2011. The exception will be the cases in which the block/field object to the Assignment was offered in the Bidding Round, whose Tender Protocol had a qualification requirement specific for that block/ field, the mentioned specificity remains present at the present time and adoption of the special rule is still applicable, at the ANP’s criteria. Solimões Basin is an example of this exception, and the specific qualifications requirements should be observed, published in the Catalogue of E & P.
