R10´s results summarized in CELs final report were sanctioned by ANPs board and published on December 23 in the Official Gazette as well as in large circulation newspapers in the following day.
The 10th Bidding Round of Blocks for Exploration and Production of Oil & Natural Gas was held the 18th of December, 2008, in Rio de Janeiro. Offering 130 blocks, all located in onshore basins, this Bidding Round has attained its goal of attracting small and medium sized companies, alongside with major oil companies.
Seventeen companies were successful - 11 national and 6 foreigners - and they have acquired the rights to blocks located in eight sectors in the seven basins offered. The concessions were granted for 54 blocks, comprising a total area of 48,000 km², a territorial area that correspond to 68% of the total of 70,000 km² offered in this Bidding Round. The selection of offered areas had as its goal to find a balance between mature basins and new frontiers basins, with the purpose of fostering the prospection as well as the production of oil and natural gas, alongside with stimulating the settlement of the oil industry in the hinterlands of Brazil.
The 10th Bidding Round has raised about R$ 700 million, of which R$ 89,9 million offered as Signature Bonus for the Union and R$ 611 million as minimum investments expected for the exploration phase.
The figures have surpassed the expectations for a Round without the inclusion of offshore blocks.
Forty economic groups were qualified to participate in the 10th Round, of which 23 were Brazilian. The Colombian company Integral de Servicios Tecnicos and the Brazilian companies Cemig, Codemig, Agemo and Sipet have got acreage for the first time in a Brazilian bidding round.
In order to get the right of concession, the companies had to offer in their proposals 40% of the final score in signature bonus, 40% in investments for the Minimum Exploratory Program (MEP) and 20% in the commitment of purchasing local goods and services in the Program of Local Content.
The signature of concession agreements of areas offered in the 10th Bidding Round is expected to happen next April.
